The proposed Coddington quarry would cause gridlock in the Coddington area. It already suffers from heavy traffic due to the convergence of A1/A17/A46. The A17 is the main route to South Lincs and Norfolk for lorries and caravans.
Newark Showground currently causes congestion, this affects the area and travel into Newark and impacts onto the A1 slip road, causing quequing on the A1 itself which is dangerous.
Beckingham Road and Drove Lane in Coddington, in particular turning Drove Lane into a "rat run". This will reduce the quality of village life.

Q11 response - In relation to the Historic Environment and Cultural Heritage section of Table 2 and how the Plan can influence the sustainability issue we recommend that 'adverse impacts' be replaced with 'harm' in line with NPPF terminology and that reference to the setting of heritage assets is included in line with NPPF requirements. Whilst the text brings other elements together that are mentioned elsewhere in the scoping report, it is recommended that the text be adjusted to reflect any other changes that are made to the scope of the report as it progresses to the next stage.

Q9. Have all the relevant sustainability issues been correctly identified in Table 2? If not, what amendments are required?
In the section on Sustainable Communities I welcome the reference to the fact that there is "increasing community concern about the effects of development on local amenity and quality of life" and the recognition that the Plan says "Avoid development close to sensitive areas and guide development to the most suitable locations by balancing need against wider environmental and social issues."

Q9.
Population Sustainability Issue Identified: add that it's intended to provide 90,000+ houses in Nottinghamshire during the plan.
Economy and Employment: restate MGL's comments under question 6 and change to High Significance.
Climate Change Sustainability Issue Identified: add amendment (see full representation for suggested amendment)
Significance to Plan: Unlikely mineral development would take place in the worst affected greenhouse gas areas. Essential to reduce transportation distances by making local supplies available. Change significance to high.
How can the Plan influence this issue?: mention the need to reduce unnecessary imports.
Transport: all columns repeat analysis as for climate change.

Q9. We acknowledge that the report satisfactorily identifies sustainability issues relevant to minerals development within Nottinghamshire. We particularly welcome the recognition in the section on Natural Environment & Biodiversity of the importance a positive planning framework to secure the protection of biodiversity and to provide opportunities for the enhancement and creation of new habitats.

Q10. & Q11. Include greater emphasis on green infrastructure in sections concerning sustainable communities and health. Minerals planning can provide valuable opportunities to create high quality, local accessible green infrastructure which could offer a range of benefits, including the following:
* Space and habitat for wildlife with access to nature for people
* Places for outdoor relaxation and play
* Climate change adaptation - for example flood alleviation and cooling urban heat islands
* Environmental education
* Local food production - allotments, gardens and through agriculture
* Improved health and well-being - lowering stress levels and providing opportunities for exercise.

Table 2 - Sustainability issues
Table 2 identifies the economy and employment as only having a low/moderate significance to the Plan. It is considered this is understated and refer to paragraph 142 of the NPPF, 'minerals are essential to support sustainable economic growth and our quality of life'. This significance should be amended.
