DM3 – Design of New and Extended Waste Management Facilities
Planning permission for new waste facilities or the extension of existing facilities will be granted
where it can be demonstrated that the development follows relevant best practice. All proposals
for new or extended waste facilities should demonstrate that the development is of a scale, form
and character appropriate to its location. Future waste management facilities should be
designed to include features, which, in both the construction and operation phases:
Avoid impacts and rigorously avoid and mitigate impacts on biodiversity first before
exploring the potential for BNG….
•.. Maximise landscape enhancements and biodiversity net gain, and other measures to
contribute to green infrastructure enhancement • Maximise efficient use of water and use
sustainable surface water drainage techniques • Minimise greenhouse gas emissions, including through
energy efficiency and green building construction techniques • Ensure resilience and enable
adaptation to climate change

Thank you for consulting the Nottinghamshire Wildlife Trust (NWT) on the above. I apologise
for using this format of response, but the OPUS format is not straightforward to use for
responses to multiple sections and the insertion or highlighting of text. I have used bold italics

Overall NWT supports the principles of the Plan and we welcome the clear reiteration of the
need to move waste management urgently up the waste hierarchy. We would hope, however,
to see a stronger aim for further waste reduction and the obligation for each Local
Authority to secure ambitious waste reductions across all their work and areas of
influence.

Comment:
In order to provide clarity that the policy specifically relates to design, it is suggested that
reference should be made to design within the first sentence of this policy.
In order to maximise the sustainability of new waste management development proposals, it
is suggested that reference to the re-use of materials where possible is added to the third
bullet point.
Recommended Change:
It is recommended that the words “the design of” are inserted into the first sentence after
“where it can be demonstrated that …”.
It is recommended that “and re-use materials where possible” is added to the third bullet
point.

The issues and options feedback box on page 82 references a request to consider the impact for the historic environment when planning the design of new waste facilities. We note from the proposed Policy DM3 that this has not been incorporated into the policy and we reiterate our earlier comments from May 2020, that we would seek the inclusion of criteria to conserve and
enhance the significance of the historic environment, heritage assets and their setting. This is an example of where Strategic Objective 3 is considered to be met as it relates to the natural environment, yet as there is no reference to heritage it does not meet this element of the objective; separate objectives for these considerations would be welcome.

The increasing pressure for development is leading to more development sites being brought forward through the planning process on land that is crossed by National Grid infrastructure.
National Grid advocates the high standards of design and sustainable development forms promoted through national planning policy and understands that contemporary planning and urban design agenda require a creative approach to new development around high voltage overhead lines, underground gas transmission pipelines, and other National Grid assets.
Therefore, to ensure that Design Policy DM3 is consistent with national policy we would request the inclusion of a policy strand such as: “x. taking a comprehensive and co-ordinated approach to development including respecting existing site constraints including utilities situated within sites.”

National Grid Electricity Transmission plc (NGET) owns and maintains the electricity transmission system in England and Wales. The energy is then distributed to the electricity distribution network operators, so it can reach homes and businesses.
National Grid Gas plc (NGG) owns and operates the high-pressure gas transmission system across the UK. In the UK, gas leaves the transmission system and enters the UK’s four gas distribution networks where pressure is reduced for public use.
National Grid Ventures (NGV) is separate from National Grid’s core regulated businesses. NGV develop, operate and invest in energy projects, technologies, and partnerships to help accelerate the development of a clean energy future for consumers across the UK, Europe and the United States.

These representations are submitted by Mick George Ltd (MGL), which is one of the largest waste
and aggregates companies in the East of England and in the East Midlands. This representation is
designed to support the promotion of Dorket Head as an inert landfill site and to make more general
comments about the strategy proposed to be adopted in the Waste Local Plan. The company has
been unable to participate in the local Plan process before now as it has only recently acquired the
rights to develop the site.

to promote an innovative and sustainable waste management industry and improve the understanding and acceptance of essential waste management
infrastructure” (emphasis added).
