MGL objects to the omission of any reference in the objective to the reservation of productive capacity which is essential to the provision of a steady and adequate supply of minerals in accordance with national policy. This is because provision may be concentrated in a few sites, or may not be available in the plan period, or may not be in right places, or may not endure for the duration of the plan. It is essential to preserve the ability of sites to produce at least the MLP average provision figure throughout the plan period
