The Strategic issue of the impact of minerals extraction on landscape and heritage (and ensuring that it is not neglected in restoration schemes where the stated NCC policy is a biodiversity-led approach) should be a key strategic issue. The cumulative destruction of land surface on a landscape and regional scale also needs to be addressed.
