There is a reduction in the carbon cost of materials excavated for use near to their find site, but since a low carbon economy must reduce fossil fuel consumption the extraction of these can't reasonably be encouraged by a future-leaning policy. To explicitly state that there will not be curtailment of such extraction makes little sense in the context of our climate change responsibilities
