CAGE knows that the County's main highway network and existing road-transport routes are under pressure, with some nearing capacity and subject to frequent congestion, uncertain journey times and increasing accident rates. It asserts that because of cumulative road-capacity issues the 1993 GEART Rule 1 (30% increase in HGV traffic) is no longer an adequate tool to measure the point at which a further assessment of environmental impact is required. This does not mean that individual changes below 30% are no-effect acceptable increases, which can continue to be absorbed one by one, ad infinitum.
