5.127 (DM12) & 5.43 (DM3) On sites high in best/most versatile land distant from rivers, the maximum proportion of land surface must be reinstated at a quality appropriate to that which was exploited. Allowing relocation of soil from Grade 1, 2 or 3a land makes it another saleable asset to be stripped from the neighbourhood and an excuse to justify a low-quality restoration. Relocated soil may not perform as well and the area of productive land is still reduced. Large scale soil removal insults the community and generations who toiled to improve the land for the future.
