The rationale for the objectives (page 4) aren't explained, there is no indication of weighting. It isn't sufficient to assume that they are all of equal importance.

The NPPF makes specific reference the need to "protect and enhance the physical and natural environment", this isn't included in the list of objectives.

Specific elements of the NPPF / NPPG and PPG which are relevant to mineral extraction and its potential impacts should be identified. The MLP should confirm that these will be at the centre of criteria used to assess the sustainability of proposed sites and impact on green belt.

Q1 response - Historic England is of the view that the information sets out the requirement for, and purpose of, SEA and SA adequately. However, para.1.7 'Other Appraisals' should include reference to the potential need for Heritage Impact Assessments for site allocations in the Plan. These are currently omitted from the scope of the assessment and should be included to ensure the Plan can demonstrate a positive approach to the historic environment in line with NPPF requirements.

Having read the SA Scoping Report, Rushcliffe Borough Council supports: the methodology proposed; the main sustainability issues identified; the documents that form the evidence base; and the SA objectives and decision making criteria. We have no detailed comments on the SA at this stage.
