12. No - as for question 9, 10 and 11, protecting living conditions should be a SA objective. This could be done by prioritising the exploitation of resource areas, the possible routes to market from which would not use unsuitable roads through or near many receptors, such as villages.
13. No - the first criteria under objective 3 should be amended to "...reduce high environmental impact transport distances for minerals taking account of restrictions."

We have commented on the objectives and decision making criteria. However, it appears that these are mainly focused on assessing the sustainability of the overall Minerals Local Plan - it is not clear what criteria will be utilised to assess individual sites and provide a comparative score for each.
