Question 2: What do you think of the draft strategic policy for sustainable development?

The Revised National Planning Policy Framework was published in July 2018. Although the Minerals Plan was published too late to include a reference to the new NPPF it will be necessary to include references to the new document wherever necessary in the next draft of the emerging plan. After reviewing the new NPPF and policies of the Minerals Plan it appears that the two are very well aligned and no significant discrepancies are apparent.

Charnwood Borough Council welcomes the reference to encouraging the use of secondary and recycled aggregates. which is more sustainable and is in accordance with the new NPPF.

Charnwood Borough Council strongly supports the objective of the policy to promote the sustainable transport of minerals. However, the policy wording may need to be tightened up ,particularly the second bullet point which refers to 'viability' while the supporting text refers to transport assessments. It may also need to more explicitly reflect the fact that minerals can only be exploited where reserves exist and that minerals may serve regional and national markets.

In view of the fact that shale gas exploration and exploitation is an issue which has generated significant discussion both nationally and locally, and the references in the text to potential reserves in the south of the county, it is suggested that Nottinghamshire County Council ensures that the views of local authorities in Leicestershire, (in particular Leicestershire County Council as the Minerals Planning Authority) are taken fully into account in shaping the wording of this policy, and in the consideration of potential applications in the vicinity of the County boundary.
