Since a main driver of the Waste Local Plan is to facilitate the movement of waste up the waste hierarchy consideration should be given to referencing the hierarchy earlier on in the Vision. We believe wording in the second paragraph could be amended to read: "minimise the effects of negative climate change".

We acknowledge the question is relating to broad locations; however we wish to point out that there will be a number of environmental factors which will need to be assessed during the process of determining the location of any new facilities, e.g. flood zones, existing contaminated land, threat to controlled waters, proximity of (protected) habitat. The potential amenity issues arising from the facilities operation and which may have an adverse affect on existing sensitive receptors (e.g. housing) will also be an important factor.

The EA welcomes the proposed scope of the development management policies. We would add that as well as requiring planning permission, in the majority cases proposals for waste management facilities will also require a Permit issued by the EA under the EPR Regulations (unless an exemption applies). The Permit will require the operator to meet various Conditions to ensure the operation of the facility does not have an adverse effect on the environment.

As a final comment the EA believes that Waste planning has a role to play in delivering objectives including: reducing greenhouse gas emissions; better management of resources and protecting the environment; promoting treatment of waste further up the waste hierarchy. Waste planning can also contribute to the development of the circular economy and associated sustainable growth.
