The EA welcomes the proposed scope of the development management policies. We would add that as well as requiring planning permission, in the majority cases proposals for waste management facilities will also require a Permit issued by the EA under the EPR Regulations (unless an exemption applies). The Permit will require the operator to meet various Conditions to ensure the operation of the facility does not have an adverse effect on the environment.
