Yes, existing quarries should be extended first (with staged restoration work as a condition of planning) provided they do not encroach unacceptably close to settlements or important landscape, biodiversity or heritage assets. Extensions to existing quarries are supported where practicable unless other sites significantly more sustainable are available. Greenfield sites are generally going to be of higher landscape and cultural value than previously developed sites or sites adjoining existing minerals development, and this should be reflected in site sustainability assessments.
