Unless it is possible to amend or review the plan then the proposed period is too long. Waste management, technologies, advice and best practice are evolving at a fast pace at the moment. Especially as these issues rise in social consciousness making individuals / companies see opportunities in an expanding sector. It is impossible at this time to predict how waste will be managed in 2038. Who would have thought 4 years ago that carrier bag usage would have dropped off so much by 2020.
