The potential capacity of 750,000 tonnes set out in the consultation document is noted and opportunities for district heating schemes for existing and new developments should be encouraged through more effective enabling policies and proposals in the new Waste Local Plan with complimentary policies in the next round of Local Plans. This support is conditional on the two Waste Planning Authorities being satisfied that the policy approach would lead to a reduction in carbon emissions overall arising from a reduction in the use of fossil fuels to heat homes and businesses more than offsetting any emissions from the incineration of waste.
