There doesn't seem to be any monitoring of waste composition. Surely this is essential in order to maximise recycling etc. and thereby minimise residual waste? This should be a first step as well as continually monitored to observe how well the separation process is being implemented, how it can be improved etc.
In order to monitor impact on climate change surely greenhouse gas emissions need to be monitored? It is relatively straightforward to calculate expected greenhouse gas emissions from waste treatment. This needs to be included in monitoring processes.
