The vision for a circular economy is to be supported and resources need to be put into reduce/re-use schemes. Recycling/food waste anaerobic digestion and composting, should be next priority with EfW incineration well below these in the waste hierarchy due to both greenhouse gas (GHG) emissions and air pollution. GHGs should be explicitly stated in reduction targets. This is a major omission when Carbon Reduction is core to new legislation and GHG emission reduction is now a point of law. We need a commitment to using only our fair share of the carbon budget with waste as part of that.

Vision
Then vision should start by referencing less use of materials, rather than starting at “re-use”.
It is fundamental that we secure a step change in reducing consumption, if ambitious targets to
reduce waste are to be met. If we are to address the climate emergency, as agreed by all the
Notts LAs, then we should be consuming and transporting less, the Vision does not
currently reflect this.

Overall NWT supports the principles of the Plan and we welcome the clear reiteration of the
need to move waste management urgently up the waste hierarchy. We would hope, however,
to see a stronger aim for further waste reduction and the obligation for each Local
Authority to secure ambitious waste reductions across all their work and areas of
influence.

Concern has been raised previously regarding the suitability of locating a new waste
management facility near Newark and this concern is carried forward due to the uncertainties
within this plan and the lack of allocated sites. The identification of Newark as a location for
waste management facilities requires justification and clarification should be provided within
the plan as to what constitutes a medium scale waste management facility, as referred to in
the Vision for Newark.

The vision We welcome the inclusion of the term ‘heritage’ within the vision. We would welcome further consideration of how the
heritage of the area will be protected and enhanced by 2038 and what the local plan will put in place to ensure that this occurs.

20. Only Solutions disagrees with the wording used in the Vision. In particular, we
would like to see the word ‘energy’ replaced with the word ‘nutrients’ to read:
“…We will then seek to recover the maximum value from any leftover waste in
terms of materials or nutrients”.
