The vision for a circular economy is to be supported and resources need to be put into reduce/re-use schemes. Recycling/food waste anaerobic digestion and composting, should be next priority with EfW incineration well below these in the waste hierarchy due to both greenhouse gas (GHG) emissions and air pollution. GHGs should be explicitly stated in reduction targets. This is a major omission when Carbon Reduction is core to new legislation and GHG emission reduction is now a point of law. We need a commitment to using only our fair share of the carbon budget with waste as part of that.
