Implementing a 10y average conforms with National Planning Policy.
Although permitted reserves will be maintained throughout the plan period average production through the plan period will not. There is a deficit varying from 30,000-220,000 tonnes per annum.
To ensure a steady supply of mineral additional production capacity is required either at new facilities or existing sites. The consequence of increase production of existing reserves will be the depletion of existing reserves.

The policy could further support recycling of secondary aggregate at Mineral Sites as this not only preserves primary aggregate but could also assist final restoration

Soils are an important resource that should be protected and mitigated through any development and their importance should be supported in any restoration scheme which often conflicts with biodiversity led restoration.

Generally support the aims of the policy also do not support a biodiversity led restoration scheme as this is considered a narrow approach to mineral reclamation.
The policy does not complement the protection of soils resources as a final restoration land form.
