Section 4 – Overview of the Plan
We would welcome the incorporation of a section on the historic environment of the area. How has Nottinghamshire and
Nottingham development over time and how does this need to be considered as part of planning proposals for the future?
What are the key heritage assets, historic environment features, historic landscapes, contributions of the past industry/
economy on the development and landscape of the area, how will the local archaeology need to be considered when planning
for future waste facilities? An understanding of the historical context of the area and clear objectives relating to the historic
environment will assist in creating a positive strategy for the historic environment, as required through the National Planning
Policy Framework (NPPF, Paragraph 190).

Strategic Objective 3: Protecting our environment

Strategic Objective 3
We support the inclusion of heritage within this objective; however, we consider that there needs to be a separate objective for
the different areas of the environment that could be affected. In our experience, there can be a positive for the natural
environment and a negative for the historic environment or vice versa, from the same action and this makes it a challenge when
preparing the monitoring reports, sustainability appraisal reports etc. We would welcome a separate objective for the historic
environment that seeks to protect and enhance the significance of the historic environment, heritage assets and their setting.

SP3 – Broad Locations for New Waste Treatment Facilities

Policy SP3 Broad locations for new waste facilities
It is difficult to ascertain from this policy what the impacts may be for the historic environment. Sites in these hierarchical locations may be appropriate for waste facilities from a locational perspective but may be inappropriate with regards to the impact to the historic environment. Additionally, the policy states that new waste facilities will need to ‘fit in with the local character’; how will this be assessed and how will this be achieved? We note in paragraph 5.51 that due to insufficient sites
being put forward through a recent ‘call for sites’ exercise, that the Council are not proposing to allocate any sites through this Local Plan.

Policy DM1 General Site Criteria
The policy states ‘subject to there being no unacceptable environmental impacts’. We consider that the policy needs to detail what type of environmental impacts these may be or set out some information on what the Councils will be considering as an ‘unacceptable environmental impact’. Each type of waste facility may have a different impact on the surrounding areas and it is also worth considering how impacts may arise for heritage assets directly on site, within the setting of heritage assets or
through issues such as affecting groundwater sources and flooding further upstream which could affect heritage assets, in particular archaeology, even if a considerable distance away (please see document link on SP5).

Policy DM2 Health and wellbeing
We would welcome a separate bullet point specifically relating to the need to conserve and enhance the historic environment, heritage assets and their setting. Additionally, we do not consider that the justification is sufficient for the historic environment; there is a brief mention of heritage within paragraph 8.41 but we consider that there should be a separate paragraph linking to each of the bullet points and expanding upon the policy and what is expected. We would then be able to offer advice on the specific wording for the historic environment and offer any improvements, if necessary.

DM3 – Design of New and Extended Waste Management Facilities

Policy DM3 Design of new waste management facilities
The issues and options feedback box on page 82 references a request to consider the impact for the historic environment when planning the design of new waste facilities. We note from the proposed Policy DM3 that this has not been incorporated into the policy and we reiterate our earlier comments from May 2020, that we would seek the inclusion of criteria to conserve and
enhance the significance of the historic environment, heritage assets and their setting. This is an example of where Strategic Objective 3 is considered to be met as it relates to the natural environment, yet as there is no reference to heritage it does not meet this element of the objective; separate objectives for these considerations would be welcome.

We would request a reference to heritage landscapes within this policy and the recognition that design, landscaping, planting and restoration principles should be appropriate to the historic landscape that they are in and the setting of heritage assets, where appropriate. We are pleased to see reference to landscape character appraisal evidence that the Councils already have.
