4. Stage 2: Site identification

4.1This stage is about identifying potential sites for mineral development to enable a wide range of sites in which to assess and filter down from. This should enable sufficient sites to be allocated to meet the identified need over the Plan period.

4.2As per the guidance, we propose that we identify potential sites by considering sites:

4.3Whilst sites with planning permission are likely to be still suitable for development, there is a need to ensure that they are assessed in terms of other factors such as availability and deliverability. This can sometimes change over time for numerous reasons, for example a change in operator working on the site or priorities or economics changing for the operator.

4.4This is also true for current allocated sites that have not yet received planning permission. Again, whether circumstances for the site have changed since they were allocated will need to be considered to understand whether they remain available and achievable.

4.5 By the end of this stage, we should have a range of potential sites to consider and assess through stage 3.
